Basis for recall population determination: Vehicle manufacturing information and supplier production records were reviewed to determine the number and production date range of potentially affected vehicles. Recall component difference to non-recall component: Single-layer tempered glass (field vehicles) vs. double-layer laminated glass (vehicle production). Recall vehicles will receive a protective coating applied to the singlelayer tempered glass. FMVSS 1 : NR FMVSS 2 : NR Description of the Safety Risk : If the glass broke into small pieces, there is a very low risk that it could increase the risk of injury. Part 573 Safety Recall Report 23V-645 Page 2 The information contained in this report was submitted pursuant to 49 CFR §573 Description of the Cause : NR Identification of Any Warning that can Occur : NR Involved Components : Component Name 1 : Instrument Cluster Single-Layer Tempered Glass Component Description : Instrument Cluster Single-Layer Tempered Glass Component Part Number : 9496735 Supplier Identification : Component Manufacturer Name : Schroeder Spezialglas GmbH Address : Buchenweg 20 Ellerau Foreign States 25479 Country : Germany Chronology : On May 26, 2020, an internal high-speed side crash test indicated that the instrument cluster single-layer tempered glass broke. It was found that a number of particles were seen on the recorded crash test video. An engineering review was initiated. Test results, including data and recorded video, were analyzed. Reviews of engineering specifications, and regulatory requirements, were performed. These reviews indicated that the regulatory requirements were satisfied, and concluded at that time that there was a very low risk for vehicle occupants. Further evaluations were undertaken, and by April 2022, it was decided to implement a change in vehicle production. A robustness measure, whereby the single-layer tempered glass was changed to a double-layer laminated glass, was planned, and implemented in vehicle production in December 2022. By March 2023, the issue was revisited, and a reassessment of the prior analysis was performed. In an abundance of caution, it was decided to update field vehicles. On September 14, 2023, Rolls-Royce decided to conduct a voluntary safety recall. Description of Remedy : Description of Remedy Program : On the instrument cluster single-layer tempered glass, a protective coating will be applied. Owners will be notified by First Class mail advising them of the recall and to schedule an appointment with an authorized Rolls-Royce Motor Cars dealer to have the remedy performed for free. If this condition were to occur to a potentially affected vehicle prior to this recall, the remedy would be covered by the Rolls-Royce Motor Cars New Vehicle Limited Warranty program. Therefore, reimbursement for a pre-notification remedy re Part 573.13 and Part 577.11 is not necessary.
