Summary

BMW of North America, LLC (BMW) is recalling certain 2020 BMW 745e xDrive vehicles. A software error in the electronic control unit (ECU) may disable the audible warning signal for an unbelted driver to fasten their seat belt. As such, these vehicles fail to comply with the requirements of Federal Motor Vehicle Safety Standard (FMVSS) number 208, “Occupant Crash Protection.”

 

Remedy

BMW will notify owners, and dealers will update the ECU software, free of charge. The recall began October 11, 2019. Owners may contact BMW customer service at 1-800-525-7417.

AFFECTED VEHICLES

Vehicles which require this Recall Campaign to be completed will show it as “Open” when checked either in AIR, the “Service Menu” of DCSnet (Dealer Communication System), Key Reader or Warranty Vehicle Inquiry. Approximately 280 vehicles are affected by this recall.

 

SITUATION

BMW of North America, LLC is conducting a Voluntary Non-Compliance Recall (effective August 6, 2019) on a small number of Model Year 2020 BMW 7 Series Plug-In Hybrid vehicles that were produced between September 25, 2018 and July 26, 2019.

The issue involves Electronic Control Unit (ECU) software for the driver’s safety belt audible reminder warning.

 

CAUSE

Under certain conditions, the Engine Control Unit (DME) sends out an incorrect signal to the Air Bag Control Unit (ACSM). As a result, the acoustic safety belt warning for an unbelted driver at vehicle start-up is not activated.

 

CORRECTION

Program the vehicle with ISTA V4.19.2x to I-level S15A-19-07-552 or newer software.

 

PROCEDURE

Perform a diagnostic quick test to obtain the I-level.

If the I-level is S15A-19-07-550 or lower, program the vehicle with ISTA 4.19.2x or higher Software ISTA 4.19.2x estimated availability late September, 2019, pending verification

Always connect a BMW-approved battery charger/power supply (SI B04 23 10) when performing programming.

RE: Recall 19V-xxx: Program Control Units – DME (B12 26 19)

BMW of North America, LLC is conducting a Voluntary Non-Compliance Recall (effective August 6, 2019) on a small number of Model Year 2020 BMW 7 Series Plug-In Hybrid vehicles that were produced between September 25, 2018 and July 26, 2019.

 

Please be reminded that it is a violation of federal law (The Safety Act) for you to sell, lease or deliver any new motor vehicle covered by this notification until the recall repair has been performed.  This means that centers may not legally deliver new motor vehicles to consumers until they are fixed or use/sell replacement equipment/parts subject to this recall.  Note also that substantial civil penalties apply to violations of the Safety Act. 

 

Also, you should not sell, lease or deliver any Certified Pre-Owned or used vehicles subject to a safety recall until the repair is completed.

Dear BMW Owner / Lessee:

This notice is sent to you in accordance with the National Traffic and Motor Vehicle Safety Act.  BMW AG has decided certain Model Year Model Year 2020 BMW 7 Series Plug-In Hybrid vehicles fail to conform to Federal Motor Vehicle Safety Standard No. 208 (Occupant Crash Protection). Our records indicate that you are the owner of a potentially affected vehicle.

 

Why are we contacting you?

We are pleased to inform you that we are ready to perform this recall.  If you have not had this recall performed, please contact your authorized BMW center immediately to schedule an appointment.  Visit www.bmwusa.com/dealer to locate your nearest BMW center.

 

What could happen?

Due to a software issue, the required audible warning (when the vehicle is started) to alert the driver to fasten the safety belt may not be activated. Therefore, the driver may not remember to fasten their safety belt, increasing their risk of injury in the event of a crash. The visible safety belt warning is not affected, and is displayed in the instrument cluster.  Also, there is an additional audible warning to fasten the driver safety belt, which activates soon after the vehicle starts moving, if the driver remains unbelted.

If you are not the only driver of this vehicle, please advise all other drivers and passengers of this important information.

 

What will BMW do?

The software will be updated for free and the repair should take approximately one hour.

The Online Service System (OSS) has been developed specifically for independent automotive workshops to provide an extensive range of resources. The following applications are available in the OSS:

Vehicle diagnostics from the Z3/E36, with the BMW ICOM, or with a J2534 pass-thru tool (from model year 1996).

Web ISTA Information Application

WebISTA has been developed to provide an information only application for users that do not require all of the services included in the ISTA diagnostics application.

You can search using document title, document number and subject areas as the search criteria. The desired information is displayed by means of graphics and explanatory text.

 

ISTA/P Online - Control Module Reprogramming

With ISTA/P you can reprogram the onboard control modules that are capable of software reprogramming.  For ISTA/P, a data interface, a power supply and an Internet connection are required. The data interface can be a BMW Group ICOM interface or a "Pass-Thru Tool (PTT)" that fulfills the requirements of the SAE J2534 standard.

 

What is needed to diagnose and program with the BMW OSS?

The OSS consists of a desktop or laptop PC connected to BMW over the Internet. To connect to the vehicle you can use the BMW authorized diagnostic interface "integrated communication optical module (ICOM)" or use a J2534 "Pass Thru Tool (PTT)".
