Summary

BMW of North America, LLC (BMW) is recalling certain 2019 Rolls-Royce Cullinan vehicles. The brake lights may not be bright enough. As such, these vehicles fail to comply with the requirements of Federal Motor Vehicle Safety Standard (FMVSS) number 108, “Lamps, Reflective Devices, and Associated Equipment.”

 

Remedy

Rolls-Royce Motor Cars will notify owners, and Rolls-Royce Motor Car dealers will update the brake light software, free of charge. The recall began October 22, 2019. Owners may contact Rolls-Royce Motor Cars Customer Relations and Services at 1-866-230-4956 or at customer.relations@rolls-roycemotorcarsna.com.

Cullinan (RR31) Rear Brake Light Reprograming – Safety Recall 19V-612

 

TECHNICAL CAMPAIGN (RECALL) – Complete as soon as possible, using all available means to recall the vehicle for correction

 

Please be reminded that it is a violation of Federal law (The Safety Act) for you to sell, lease or deliver any new motor vehicle covered by this notification until the delivery stop / safety recall repair has been performed. This means that dealers may not legally deliver a new motor vehicle to a consumer until it is fixed or use/sell replacement equipment/parts subject to a delivery stop / safety recall. Note also that substantial civil penalties apply to violations of this law (The Safety Act).

Also, you should not sell, lease or deliver any Provenance (CPO) or used vehicles subject to a delivery stop / safety recall until the repair is completed.

 

− 1. Situation

− A number of Rolls-Royce Cullinan (RR31) vehicles have been identified as having a potential issue concerning the LH & RH Rear Brake Lights. Due to a supplier manufacturing issue within the light assembly unit there may be reduction of light being emitted from one or both the rear brake lights when the brake pedal is activated. Although the reduction is low, there is a risk that the brake light brightness of the illumination does not meet specification requirements and therefore needs to be corrected.

− The problem has been rectified with vehicle software version S15A-19-07-555, which is included in ISTA 4.19.3x.

− Dealers should check for vehicles which are subject to this Technical Campaign using ISPA (Integrated Service Processes Application) or S-Gate/AIR.

 

− 2. Procedure

Check the current vehicle integration level using AIR:-

 

Vehicle I-stage at or greater than S15A-19-07-555:  No further action is required.

 

Vehicle I-stage at version below S15A-19-07-555: Update vehicle using the latest version of ISTA programming data (4.19.3x or higher):-

 

1. Check that ISTA is at the correct version BEFORE programming the vehicle, the ISTA application should be 4.19.3x or higher. This information can been seen on the information tab of ISTA launcher.
2. Connect the battery charger to the vehicle.
3. Connect ICOM and carry out an ISTA/D session and make sure the vehicle is fault free and ready for programming.
4. Select vehicle management -> software update.
5. Determine measures plan.

6. Check the measures plan to be sure that the vehicle will be updated to I-Level S15A-19-07-555 or later.
7. Accept and fully work through the measures plan for the vehicle control units to be processed.
8. Check the final report to make sure the vehicle I-Level has been updated to S15A-19-07-555 or later.
9. Check all fault memories and perform all necessary initialisations and calibrations after programming and clear down any remaining fault entries.

DELIVERY STOP – Do not allow vehicles to leave VDC, be retailed or delivered to a customer

 

1. Affected Vehicles

 

 

2. Situation

A Delivery Stop has been issued due to potential issue that has been identified with a limited number of vehicles due to an issue concerning the LH and RH Rear Brake Lights.  Please do not retail any of these vehicles or hand over to a customer.

 

3. Procedure

A Service Information bulletin will be published as soon as further details are available. Please do not order any parts at this time, as the campaign procedure is still being finalized.  Vehicles affected by this delivery stoppage must not be delivered to a customer until repairs are completed.

This notice is sent to you in accordance with the National Traffic and Motor Vehicle Safety Act. Rolls-Royce Motor Cars Ltd. has decided that certain Model Year 2019 Rolls-Royce Cullinan motor cars fail to conform to Federal Motor Vehicle Safety Standard No. 108 (Lamps, reflective devices, and associated equipment). Our records indicate that you are the owner of a potentially affected motor car.

 

Why are we contacting you?

We are pleased to inform you that we are ready to perform this recall. If you have not had this recall performed, please contact your authorized Rolls-Royce Motor Cars dealer immediately to schedule an appointment. You may request alternate transportation from your Rolls-Royce Motor Cars dealer.

 

What could happen?

The illumination of the brake light(s) may be less than required. Therefore, the visibility of the brake light(s) could be reduced for a driver behind an affected motor car, which may increase the risk of a crash.

If you are not the only driver of this motor car, please advise all other drivers and passengers of this important information.

 

What will Rolls-Royce do?

The stop lamp software will be updated for free and take approximately two hours.

 

What if I am not the current owner of this motor car?

You can update the motor car ownership or your contact information by completing the enclosed postage-paid card.  If you are a vehicle lessor, Federal Regulations require you to forward this notice to your lessee within ten days.
