Summary
BMW of North America, LLC (BMW
) is recalling certain 2023 BMW
740i, 760i xDrive, and i7 xDrive60 vehicles. The telematics control unit may not transmit the vehicle location information to emergency responders.
Remedy
Dealers will update the telematics control unit software, free of charge. Owner notification letters were mailed January 17, 2023. Owners may contact BMW customer service at 1-800-525-7417.

AFFECTED VEHICLES
Vehicles which require this campaign to be completed will show it as “Open” when checked either in AIR, AWP, Campaign Summary or Warranty Vehicle Inquiry.

SITUATION
BMW AG is conducting a Voluntary Safety Recall (effective November 15, 2022) on a small number of Model Year 2023 BMW
7 Series and i7 Sedan models that were produced between July 4, 2022 and November 11, 2022.
The Recall Notice has been attached for further information.
Sporadically, there is no vehicle position for navigation or emergency call available.
No Check-Control-Message or indication of fault will display for the customer.
CAUSE
Global Satellite System Receiver in the Telematics Control Unit (WAVE-11) does not activate sporadically.
CORRECTION
Program the Telematics Control Unit (WAVE-11).
PROCEDURE
Program the Telematics Control Unit (WAVE-11) to I-Level G070-22-11-530, available with ISTA 4.38.3x on November 16, 2022.
Connect the battery charger to the vehicle.
Connect the programming system to the vehicle (ISTA 4).
Determine measures plan.
Accept and fully work through the measures plan with the control units to be programmed/encoded and enabled.
Follow the rework list.
Depending on the rework list, carry out a vehicle test and delete the fault memory if needed. After the programming has been fully completed, check functionality of the system.
Note: ISTA will automatically reprogram and code all programmable control modules that do not have the latest software.
Always connect a BMW-approved battery charger/power supply (SIB 04 23 10).

Chronology :
On July 6, 2022, BMW became aware of an incident involving a Model Year 2023 BMW
740i test vehicle in which the emergency call function was being evaluated during a road test. During the test, the vehicle location info was not able to be transmitted to the emergency responder call center. An engineering review was
initiated.
During August and September, preliminary information and analyses could not determine if the issue involved the telecommunications cellular network, the electrical architecture and programming of the test vehicle, supplier programming of the electronic control unit, and/or other factors. Further analyses were performed, and discussions with the supplier continued.
In late September, information was received from a vehicle assembly plant that, during quality testing, a similar issue had occurred.
During October, additional analyses were performed. Further results indicated that the issue was likely due to supplier programming of the respective electronic control unit.
Vehicle assembly information and supplier production records were reviewed to determine the number and production date range of potentially affected vehicles.
On November 14, 2022, BMW decided to conduct a voluntary safety recall.
BMW has not received any reports, nor is BMW
otherwise aware, of any accidents or injuries related to this issue.

ISTA/P Online - Control Module Reprogramming
With ISTA/P you can reprogram the onboard control modules that are capable of software reprogramming. For ISTA/P, a data interface, a power supply and an Internet connection are required. The data interface can be a BMW Group ICOM interface or a "Pass-Thru Tool (PTT)" that fulfills the requirements of the SAE J2534 standard.
What is needed to diagnose and program with the BMW OSS?
The OSS consists of a desktop or laptop PC connected to BMW over the Internet. To connect to the vehicle you can use the BMW
authorized diagnostic interface "integrated communication optical module (ICOM)" or use a J2534 "Pass Thru Tool (PTT)".
Note
Connection to OSS works only on PCs where no proxy connections are used.

During the test, the vehicle location info was not able to be transmitted to the emergency responder call center. An engineering review was initiated. During August and September, preliminary information and analyses could not determine if the issue involved the telecommunications cellular network, the electrical architecture and programming of the test vehicle, supplier programming of the electronic control unit, and/or other factors. Further analyses were performed, and discussions with the supplier continued. In late September, information was received from a vehicle assembly plant that, during quality testing, a similar issue had occurred. During October, additional analyses were performed. Further results indicated that the issue was likely due to supplier programming of the respective electronic control unit. During the test, the vehicle location info was not able to be transmitted to the emergency responder call center. An engineering review was initiated. During August and September, preliminary information and analyses could not determine if the issue involved the telecommunications cellular network, the electrical architecture and programming of the test vehicle, supplier programming of the electronic control unit, and/or other factors. Further analyses were performed, and discussions with the supplier continued. In late September, information was received from a vehicle assembly plant that, during quality testing, a similar issue had occurred. During October, additional analyses were performed. Further results indicated that the issue was likely due to supplier programming of the respective electronic control unit. Vehicle assembly information and supplier production records were reviewed to determine the number and production date range of potentially affected vehicles. On November 14, 2022, BMW decided to conduct a voluntary safety recall. BMW has not received any reports, nor is BMW otherwise aware, of any accidents or injuries related to this issue. Upon further review it has been determined that several owner vehicles were affected and, therefore, owners will be notified by First Class mail, advising them of the recall and to schedule an appointment with an authorized BMW dealer to have the remedy performed for free. If this condition were to occur to a potentially affected vehicle prior to this recall, the remedy would be covered by the BMW New Vehicle Limited Warranty program.
