Front Brake Hose may Crack and Leak

A brake fluid leak can reduce braking ability, increasing the risk of a crash.

Summary

BMW of North America, LLC (BMW) is recalling certain 2013-2018 BMW C600 Sport and C650 Sport and 2013-2019 C650 GT scooters. Repeated turning of the handlebars to the left most position may cause the front brake hose to crack and leak over time.

 

Remedy

BMW will notify owners, and dealers will replace the brake hose, adding an additional protective sleeve that will cover the hose connection fitting, free of charge. The recall is expected to begin April 22, 2019. Owners may contact BMW customer service at 1-800-525-7417. Note: This recall includes scooters previously recalled under 15V-738.

Over the course of quality monitoring, BMW Motorrad has determined that the front brake hose may be damaged over time.

This may result in leaks from the brake hose.

This can also apply to vehicles in which the front brake hose had already been replaced as part of Recall 15V-738.

Vehicles affected

In order to determine if a specific vehicle is affected by this Technical Campaign, it will be necessary to verify all VIN’s through AIR (Aftersales Information Research). Based on the response of the system, either proceed with the repair or take no further action. Please note, VIN’s in DCS Vehicle History Check may not appear until 24-72 hours after the release of this bulletin, therefore AIR is the recommended method for determining open campaigns.

Replace the brake hose as described in accordance with repair instruction 00 60 314 Replacing brake line, Front, from pressure modulator.

The accompanying repair instruction applies by analogy for the other models affected.

If you have paid for the repair described in the attached letter, and you would like your expenses to be considered for reimbursement, please contact your authorized BMW Motorcycle dealer. Expenses paid to repair facilities outside of the BMW Motorcycle dealer network will be considered; however, the repair procedure must meet BMW standards.  Your authorized BMW Motorcycle dealer will request a copy of your owner notification letter, as well as, your previously paid invoice. They will then inspect your motorcycle (if it is still in your possession) prior to submitting a claim on your behalf to BMW of North America, LLC for reimbursement.  Please note the following:

  • Only a repair that is the subject of this safety recall is reimbursable. Consequential expenses such as towing, rental, accommodations, damage repairs, etc. will not be reimbursed.
  • The Manufacturer’s Suggested Retail Price (MSRP) for BMW Genuine Parts will be considered as the guide-line for reasonable part charges.
  • Repair labor, taxes and hazardous waste disposal, when previously paid, are eligible for reimbursement.
  • Expenses for repairs performed more than 10 days after the date of the last owner notification sent by BMW are not eligible for reimbursement.

  • Using a suitable tool, unclip lugs (1) and ease top handle- bar cover (2) forward (arrows).
  • Unclip the lugs in the sequence (3), (4) and (5).
  • Remove handlebar cover (2) from handlebar cover (6).

  • Open stowage-compartment lid (1).
  • Remove screws (2).
  • Remove screw (1).
  • Remove top side panel (2), noting the locators (arrows).

Drain the front brake system

ATTENTION

 

Brake fluid on painted surfaces, plastic and rubber components

Material damage

  • Do not allow brake fluid to come into contact with painted surfaces, plastic or rubber components.
  • Wash components immediately with clear water if required.
  • Remove screws (1), lid (2), support plate (3), and diaphragm (4).
ATTENTION

 

Cleaning of reservoir not in compliance with correct procedure Damage to cover plate of fluid replenishing bore

  • Do not damage the cover plate when cleaning the reservoir.
  • Draw off the old fluid and clean reservoir (5).

 

  • Push back brake caliper (1) by hand.

The brake pistons are pushed back.

  • Draw off the excess brake fluid that was forced back into the reservoir.
  • Remove cap (1) and connect the brake bleeding device to bleed screw (2).
  • Draw off the brake fluid.
NOTICE

 

Drain the brake system only to the extent necessary for the tasks in question to be performed.

  • Close bleed screw (2) and remove the brake bleeding device.

  • Secure cap (1).
  • If applicable, repeat this procedure with the second brake caliper.

Removing front brake line from pressure modulator

  • Remove banjo bolt (1) with sealing rings (2) and collect the escaping fluid in a suitable container.
  • Seal brake line (3) with a paper towel.
  • Remove filling banjo bolt (1) with sealing rings (2) and catch the escaping residual fluid.
  • Seal brake line (3) with paper towel and disengage it from double clips (4).
  • Remove screws (1) from the top.
NOTICE

 

For removal and installation, access to the fastener for the brake line to the fork bridge is from above, through the handlebar opening in the fairing.

  • Disengage brake line (2) from double clip (3).
  • Remove banjo bolt (4) with sealing rings (5) and collect the escaping fluid in a suitable container.
  • Feed out brake line (2).

Install the front brake line from pressure modulator

  • Insert brake line (1) and secure with screws (2).

  • Install banjo bolt (3) with new sealing rings (4) making sure that line routing in holder (5) is correct.

  • The outlet hole must always be covered with brake fluid, top up brake fluid if required.

 

  • Set the brake lever to maximum span.
  • Turn the handlebars to a position in which the brake fluid reservoir is horizontal.

  • Use only fresh brake fluid from an unopened container.

  • Slightly open the bleeder screw (1).

Air bubbles difficult to recognize in brake fluid drawn off by vacuum extraction

Braking power is reduced due to insufficient brake system bleeding.

  • In the final step, bleed the system manually (without vacuum extraction) until the fluid emerging is bubble-free.
  • Continue bleeding the brake system until fresh brake fluid emerges
  • Close the bleeder screw (1).

  • Position the handlebars with handbrake fitting (1) in such a way that air can rise through the outlet hole (arrow): banjo bolt (2) points upwards.
  • Vent the brake system by several small strokes on brake lever (1).

  • Turn the handlebars to a position in which the brake fluid reservoir is horizontal.
  • Top up with fresh brake fluid to the MAX mark (arrow).

After every tire change, always remind the customer that the ASC has to be calibrated in accordance with the instructions   in the rider’s manual.

 

  • Check the following:

-The work as performed achieved the intended purpose.

-All reservoirs and containers have been filled and all fluids and lubricants are at their correct levels.

-All threaded fasteners released beforehand have been correctly retightened.

-The fuel system is free of   leaks.

-The lights and signaling equipment are fully operational and the vehicle is roadworthy.

-The brake pads of the front and rear brakes are bedded against the brake discs.

On October 29, 2015, BMW decided to conduct a voluntary safety recall for this issue which involved a material change of the brake hose protective cover from PVC to EPDM, and extended along a section of the hose.  NHTSA assigned Recall ID 15V-738.

In February 2018, BMW received reports of a damaged hose on a 2013 (Japan) BMW C650 GT, as well as a 2013 (South Korea), and 2014 (Japan) BMW C600 Sport.  All 3 motorcycles had previously had the brake hose replaced as a result of the 2015 campaign.  Two of the reports mentioned a fluid leak.  In April, another report of a damaged hose, including an indication of a fluid leak, was received regarding a 2016 BMW C650 Sport in Italy.  This motorcycle had been produced with the improved part.

As a result of these multiple cases, which occurred within a short time period, an engineering review was initiated.  This included a review of the original hose design with a PCV protective sleeve, and the 2015 design in which the protective sleeve was changed to EPDM material.  Additional information was reviewed, including hose construction, material properties, and manufacturing processes.

During 2018, a field review program was established in some markets in which motorcycles brought to a dealer for service were evaluated.  During this process, several motorcycles were noted which contained a damaged front brake hose.  In July and December, two reports were received, from Italy and South Korea respectively, which mentioned a damaged hose, one indicating a leak.  Both reports pertained to a 2016 C650 Sport which had been produced with the improved part.

In August 2018, as a quality improvement, a modified hose was introduced into production consisting of an additional EPDM sleeve that extended to, and covered, the hose connection fitting.  While several field cases had been reported, no cases were known in the US.  There were no indications of significant loss of braking or fluid leakage.  No accidents or injuries had been reported.

In February 2019, two additional reports were received from South Korea, regarding a 2017 and a 2018 BMW C650 Sport, and mentioned a damaged hose that also had leaked.  Further discussions occurred, including the possible need for a field action.

On February 22, 2019, BMW decided to conduct a voluntary safety recall.

BMW has not received any reports, nor is BMW otherwise aware, of any accidents or injuries related to this issue.

This notice is sent to you in accordance with the National Traffic and Motor Vehicle Safety Act.  BMW AG has decided that a defect, which relates to

motor vehicle safety, exists in certain Model Year 2013-2019 BMW C600 Sport, C650 Sport, and C650 GT Scooters.  Our records indicate that you are the owner of a potentially affected scooter.

 

Why are we contacting you?

At the present time, we are not ready to perform this 2019 recall on your scooter.  We will notify you with a followup letter as soon as we can perform this recall.

 

What could happen?

This Safety Recall involves the front brake hose.  After repeated turning of the handlebars to the maximum left position, such as when locking the handlebars, or during very tight maneuvers, the hose could become damaged.  Over time, the hose could develop a leak.  This could reduce front brake performance, and increase the risk of a crash.  The rear brake is not affected, and remains fully operational.

If you notice that the scooter appears to take longer to stop, see a fluid leak near the front forks, or a reduction in brake fluid level in the reservoir, or notice a reduction in the distance between the brake lever and the handlebar when squeezing the front brake lever, your scooter may be experiencing this issue.  Please contact BMW Motorcycle Roadside Assistance at 1-877-680-2176 to have your scooter brought to the nearest authorized Motorcycle dealer.

If you are not the only rider of this scooter, please advise all other riders and passengers of this important information.

 

What will BMW do?

When the remedy is available, the front brake hose will be replaced for free, and take approximately one hour.  If you already had this repair performed at your own expense, our follow-up letter will contain information regarding possible eligibility for reimbursement

You can update scooter ownership and contact information by completing the enclosed postage-paid card.  If you are a scooter lessor, Federal Regulations require you to forward this notice to your lessee within ten days.

Dear BMW Owner / Lessee:

This notice is sent to you in accordance with the National Traffic and Motor Vehicle Safety Act.  BMW AG has decided that a defect, which relates to motor vehicle safety, exists in certain Model Year 2013-2019 BMW C600 Sport, C650 Sport, and C650 GT Scooters.  Our records indicate that you are the owner of a potentially affected scooter.

 

Why are we contacting you?

We are pleased to inform you that we are ready to perform this recall.  If you have not already had this 2019 recall performed, please contact your authorized BMW Motorcycle dealer immediately to schedule an appointment.  To locate your nearest BMW Motorcycle dealer, visit www.bmwmotorcycles.com/dealer.

 

What could happen?

This Safety Recall involves the front brake hose.  After repeated turning of the handlebars to the maximum left position, such as when locking the handlebars, or during very tight maneuvers, the hose could become damaged.  Over time, the hose could develop a leak.  This could reduce front brake performance, and increase the risk of a crash.  The rear brake is not affected, and remains fully operational.

If you notice that the scooter appears to take longer to stop, see a fluid leak near the front forks, or a reduction in brake fluid level in the reservoir, or notice a reduction in the distance between the brake lever and the handlebar when squeezing the front brake lever, your scooter may be experiencing this issue.  Please contact BMW Motorcycle Roadside Assistance at 1-877-680-2176 to have your scooter brought to the nearest authorized BMW Motorcycle dealer.

If you are not the only rider of this scooter, please advise all other riders and passengers of this important information.

 

What will BMW do?

The front brake hose will be replaced for free, and take approximately one hour.  If you already had this repair performed at your own expense, please see the attachment regarding possible eligibility for reimbursement.

 

What if the current scooter ownership information is incorrect?

You can update scooter ownership and contact information by completing the enclosed postage-paid card.  If you are a scooter lessor, Federal Regulations require you to forward this notice to your lessee within ten days.

TREAD ACT CUSTOMER REIMBURSEMENT PLAN

If you have paid for the repair described in the attached letter, and you would like your expenses to be considered for reimbursement, please contact your authorized BMW Motorcycle dealer.  Expenses paid to repair facilities outside of the BMW Motorcycle dealer network will be considered; however, the repair procedure must meet BMW standards.

Your authorized BMW Motorcycle dealer will request a copy of your owner notification letter, as well as, your previously paid invoice. They will then inspect your motorcycle (if it is still in your possession) prior to submitting a claim on your behalf to BMW of North America, LLC for reimbursement.

Please note the following:

  • Only a repair that is the subject of this safety recall is reimbursable. Consequential expenses such as towing, rental, accommodations, damage repairs, etc. will not be reimbursed.
  • The Manufacturer’s Suggested Retail Price (MSRP) for BMW Genuine Parts will be considered as the guideline for reasonable part charges.
  • Repair labor, taxes and hazardous waste disposal, when previously paid, are eligible for reimbursement.
  • Expenses for repairs performed more than 10 days after the date of the last owner notification letter sent by BMW are not eligible for reimbursement.

Your authorized BMW Motorcycle dealer should be able to answer any questions that you may have regarding your qualifications for reimbursement of a previous repair.  If you qualify for such a reimbursement, your BMW Motorcycle dealer will also be able to advise you of the manner in which you can expect to receive reimbursement.

Your authorized BMW Motorcycle dealer should be your primary contact on this issue; however, our Customer Relations and Services Department may be contacted at 1-800-525-7417 for any special assistance that you may require.

Si pagó por la reparación descrita en la carta adjunta y desearía que los gastos se consideren para reembolso, póngase en contacto con el centro autorizado de BMW de su localidad.  Se tendrán en cuenta los gastos pagados a instalaciones de reparación que no pertenezcan a la red de centros de BMW; sin embargo, el procedimiento de reparación debe seguir las normas establecidas por BMW.
